This article from Brookings posits the disinformation campaigns as a response to citizen journalism, and rather than restricting access to a region (old school publicity management method), the new method is to attack the credibility of an individual/organization exposing transgressions, crimes, etc.

Why is this important?

The research shows the nature of what's different in today's information environment. It explains why regimes cannot rely on simply denying entry of journalists into areas in which war crimes were committed. Instead they have shifted to targeting journalist/media outlets.
