A brief news summary of a longer paper, focused on Russia's dual goal of presenting itself as a victim (justifying allegedly defensive counter-attacks) and presenting itself as the defender of key values against the West's assault on those values (when, in fact, Russia is defending nothing, but attacking even those values that the West could perhaps be accused of undermining). Why is this important?

The key notion is that creating chaos undermines legitimacy based on values, facts, or any external factor in an attempt to force the populace into a cynical view of all information, basing trust on who said something rather than what was said. JH
